On May 21, 2003, the judge of the arbitration court issued a ruling on the acceptance of the application for invalidating the act of the Inspectorate of the Ministry of Taxes and Duties of the Russian Federation regarding the additional charge of the land tax for 2002. On June 24, 2003, during the trial, a request was sent to the Constitutional Court of the Russian Federation for verification of compliance with a number of provisions of the regional law "On Land Tax Rates" Art. 51 of the Constitution of the Russian Federation, in connection with which the proceedings were suspended. On August 12, 2003, the Constitutional Court of the Russian Federation adopted a relevant ruling, and on September 12, 2003, the arbitration court resumed the proceedings.
