Factions in Rise of the Republic are unique thanks to special government actions, which replace the government change system in previous ROME II campaigns. These actions allow each faction to acquire unique bonuses, for example:
• Rome can appoint consuls and dictators in times of need
• The Etruscans of Terracina can convene the Fanum Voltumnae, an assembly where important decisions are made
• The Samnites resort to the ancient ritual of Ver Sacrum, which instantly raises an entire army
• The Insubres and Senones turn to the druids for advice, prophecies, and support
• Taras can call on the help of court philosophers to significantly speed up technological research

Activation

1. Download and install Steam http://steampowered.com/download/SteamInstall.msi (if not already installed)
2. Launch the Steam client
3. Create a new Steam account or log in to an existing one
4. Go to the section "Games" and select "Activate on Steam."
